Mr. Speaker, Sir, it is very unfortunate that we are getting such a response from the leadership of the Committee because I did not get this information from the corridors. The information was on the Floor of this House last week when the Speaker directed that the Statement be brought this week. The Vice Chairperson was present and it was given by a Member of the Committee. I was hoping that it would have been a build-up of yester week’s response and not going back to the beginning. We have dealt with this issue and it has taken such a long time in the committee. Thank you, Mr. Deputy Speaker, Sir. I had actually put an intervention because the Speaker has ruled earlier that any statement becomes the property of the House. That is the matter of procedure. Apart from practice, it is mandatory for Chairpersons to give the written statements prior to reading them in the House. I just want a clarification on that issue.

Mr. Deputy Speaker, Sir, I am just seeking to do the things right. I am sorry for the prior confusion because I thought I could still do it under the same intervention. But if you allow me, on 1st of October,2014, I requested for a statement from the Standing Committee on Health on the issue of the destroyed insulin medication that was in Kenyatta National Hospital (KNH) for children with Diabetes Type II. That issue was due on 21st but it was deferred to last week; last week it was again deferred to this week. I am still waiting for ...

Mr. Deputy Speaker, Sir, this issue was very urgent. I asked for it on 1st October 2014, and the Speaker has ruled consistently that it be brought the following week. We are now on 5th of November of 2014. It would be very unfair for me to ask for another two weeks. In fact, I should ask that the answer be brought tomorrow.
