  • 11 Mar 2015 in Senate: Mr. Temporary Speaker, Sir, I want to agree with Sen. Sang, because procedurally, I think the Chairperson is answering the right question but under the wrong header. If it was asked as a Statement, we would expect that we get a Statement from the CS. But if it is a report, it has to be presented to this House through a Motion which does not need the CS to sign it; it is actually to be owned by the Chairperson of the Committee. So, I pray that you direct that if it is a Statement, it comes through the proper ... view
  • 10 Mar 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I want to confirm to Sen. Musila that the bulk of papers actually have the guidelines, which I have looked at and whatever the Chairperson is reading out is a summary. He should be completing his submission in two minutes. view
  • 10 Mar 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I want to thank the Chairperson of the Committee on Education for bringing this Statement, like he did last week. I have had time to look through the response and I have a few clarifications to seek. One, on the admissions that were done this year, can he confirm – because it is clear in the guidelines that three pupils were to be picked from each sub-county from both private and public schools – that, that happened; that the three that were picked from the sub-counties were from either gender and were from both ... view
  • 10 Mar 2015 in Senate: All right, Mr. Deputy Speaker, Sir. The CS talks about a press release that they did on the implementation of the Dr. Kilemi Mwiria Report. I want the Chairperson to confirm whether that can be taken to be a legally binding module of the implementation or whether we are expecting gazettement of the same and how soon, especially on the guidelines of the fees? Thank you, Mr. Deputy Speaker, Sir. view
  • 10 Mar 2015 in Senate: Mr. Temporary Speaker, Sir, I join my colleagues in noting the work that harambees have done in this country right from our founding President who is like the father of harambees and the harambee spirit in this country. I am a beneficiary of harambees. Were it not for harambees, I would not have gone to high school. Therefore, I would not be here today. I thank Sen. (Prof.) Anyang’-Nyong’o for bringing this Bill in terms of regulating what is already in existence in the community. The specific issue that I support is the issue of transparency in harambees. However, I ... view
  • 5 Mar 2015 in Senate: Mr. Speaker, Sir, I rise to support this Motion right from the beginning, especially coming from the Senator for Makueni. I can attest that he has been through a very interesting period in terms of issues of boundaries. As a Member of the Committee on Lands and Natural Resources, we have had very many issues concerning boundaries. Even today as we listened to the Statements being sought by Senators, there are already other issues that have arisen between Vihiga and Kisumu counties and between Isiolo and Meru counties. During the colonial era we did not have issues with boundaries. People ... view
  • 3 Mar 2015 in Senate: Mr. Speaker, Sir, I rise on a point of order, noting that today, the Cabinet Secretary for Education, Science and Technology, Hon. Jacob Kaimenyi, released the Kenya Certificate of Secondary Education (KCSE) results of last year, we are getting another 450,000 students who sat for their KCSE headed to our institutions of higher learning. We must take seriously whatever is happening in the University of Eldoret. If there are institutions that we should safeguard as the citizenry, they are those institutions. Therefore, I beg that as we conclude this matter, the Chairman of the Committee on Education must take this ... view
  • 26 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, two weeks ago I had sought a Statement from the Standing Committee of Lands and Natural Resources on Kenya Wildlife Service (KWS) on how the enterprise fund has benefitted communities, especially the community around Lake Nakuru National Park. That Statement is due today and I am finding out the status. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 26 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, two weeks ago I had sought a Statement from the Chair, Committee of Lands and Natural Resources on KWS Fund called Enterprise Fund, how it has benefitted communities and specifically, the community around Lake Nakuru National Park and also the constitution of the committees that are supposed to be done by KWS to deal with conflicts between humans and animals. I was checking the status of the Statement because it is due today. view
  • 26 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, I am very aware that I am a Member of that Committee. However, I did not seek this Statement from the Committee sitting. I sought it from this House and it was given a timeline. Since the last meeting, the Statement could have come anyway without my knowledge. We know that this is a House of records. Therefore, I am in order to request for the Statement. view
