Thank you, Mr. Deputy Speaker, Sir. First, allow me to thank all the Members who have contributed to this Bill. It is a debate that had begun a while ago and the support is overwhelming. Bw. Naibu Spika, nakala ya HANSARD inaweza kumsaidia Sen. Muthuma kuelewa yale niliyoyasema. Nimesema kama wanasiasa ni lazima tusitoneshe kidonda kwa kuongeza chumvi. Tayari kuna shida na hatujasema ni ya kisiasa lakini yale matamshi tunayoyatamka katika mikutano yanaweza kuleta chuki baina ya wananchi wetu.

It is not my wish to interrupt the debate but I rise to seek your indulgence on a matter that took place on 25th June, 2014 on the County Governments (Amendment) (No.2) Bill (Senate Bill No. 2 of 2014) that I had sponsored to the Senate. Mr. Speaker, Sir, this Bill was a very simple amendment. It was basically on how the county assemblies were constituted. To refresh the memories of hon. Members, when we were sworn in, the county assembly members were also sworn in, in March. However, the nominated Members, including women, youth and people living with disabilities were not sworn in together with the elected Members of the county assemblies. They were actually coming on board as late as July of that year. That means they missed out on very critical decisions that were made by the counties including the constitution of committees. ...

Thank you, Mr. Speaker, Sir. I rise to oppose this mediated report and the Bill because you will remember that when it was first moved on this Floor, I was one of the strongest proponents of the Bill. But as it is, it leaves out the women of this country; it leaves the youth and it leaves out the people living with disabilities who are sitting in office, not by favour, but by constitutional right. Even the women representatives who were recommended to be deputies were thrown out.

Secondly, Mr. Speaker, Sir, the composition of the Mediation Committee only had men; that means we lost this battle from the beginning. But I hope that this will not be repeated and that next time, it is considered that these women are there by right. Even if it has to be a man, then we have men living with disabilities in this House; that the two Houses can include them not by favour or by privilege, but by right. Mr. Temporary Speaker, Sir, I am happy that I have finally caught your eye. It was almost getting to look like there are no women in this House. I want to correct the notion of some of the Senators who think that some represent more counties than others. The women that I represent come from counties and the people with disabilities that Sen. Godliver Omondi represents come from counties. Nevertheless I want to support this Bill.
