  • 4 Feb 2014 in Senate: Thank you, Mr. Speaker, Sir, for giving me this chance to add my voice to this Motion. From the outset, I support this Motion. I congratulate the Whips for giving us a balanced proposed special Committee in terms of expertise, regions and gender. I am sure the women in this Committee will do a good job. I fully support my friend, Sen. Ong’era because she would be very useful in this Committee. I would have loved to see four women in the Committee. However, the three will definitely add, not only colour and charm, but also brains to the whole ... view
  • 4 Dec 2013 in Senate: Mr. Speaker, Sir, I am not so sure whether we have disposed of the issue which was raised earlier by Sen. (Prof.) Lonyangapuo. Sen. Kagwe wants to respond to a Statement sought earlier, but at the same time, Sen. (Prof.) Lonyangapuo sought a Statement and I thought we had not disposed of that matter. In the absence my de facto Minister for Devolution in this House or in the absence of the Chairman for the Committee on Devolution, I want to take responsibility and assure Sen. (Prof.) Lonyangapuo that the Statement can be available in two weeks time. Since we ... view

  • 4 Dec 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this chance to contribute to this Motion. Mr. Deputy Speaker, Sir, I support the Motion for Adjournment. It is very sad that I have just seen a tweet from Daily Nation that as we sit here and discuss this important issue, there is even a shooting on Wabera Street right now, where a businessman was attacked in a jewelry shop. One person has actually been shot dead and several others injured. If this can happen at barely midday in Nairobi, then we have a very big problem. Mr. Deputy Speaker, Sir, ... view
  • 21 Nov 2013 in Senate: Thank you, Mr. Speaker, Sir. I know I featured yesterday not in a very positive light. It was definitely not by show of contempt, and I hope that I will be forgiven; I will do as directed by the Speaker. But that said and done, Mr. Speaker, Sir, I also want to congratulate you for really being the mature one in this case. view
  • 21 Nov 2013 in Senate: Mr. Speaker, Sir, I also want to display my utter disgust of the manner that we have had to talk about issues back and forth. Although I did not go to the same school as Sen. Kiraitu, Sen. Murkomen and Sen. Orengo, I went to some school and I am hoping that the literal interpretation or reading that I can do to the Constitution, Article 94(4) really shows that we need to safeguard the Constitution, which has vested all the sovereignty to the people of Kenya. I am hoping that this time round, we will see more action and that ... view
  • 21 Nov 2013 in Senate: Thank you, Mr. Temporary Speaker, Sir. I am not talking on behalf of Sen. Sang but I am reliably informed that he has a wife, but that is neither here or there. Let me start by, first of all, congratulating the Mover of this Bill. I personally think that it is long overdue, it should have come yesterday. I am not a lawyer but at the same time, I have witnessed magistrates misrepresent what is written in this Constitution. So, allow me to refer to it because it is the sovereign law of the land. The reason people voted overwhelmingly ... view
  • 19 Nov 2013 in Senate: Mr. Speaker, Sir, I rise to give a Ministerial Statement that was requested by the Senator for Kakamega, Sen. (Dr.) Khalwale. The Senator rose on the Floor of the House and requested for the Statement from the Chairperson of the Standing Committee on Energy, Roads and Transportation as follows:- (a) The status of all the ongoing construction projects in all counties which have stalled since commencement of devolution. (b) What the Government is doing to reverse the stalling of Sigalagala-Butere-Sidindi Road which has become unmotorable cutting off transport between Sigalagala, Butere and Sidindi leading to loss of livelihoods to thousands ... view
  • 19 Nov 2013 in Senate: Mr. Speaker, Sir, I thought that was specific to Sen. (Dr.) Khalwale’s issue. May I react to Sen. (Dr.) Machage’s issue? view
