  • 19 Nov 2013 in Senate: Thank you, Mr. Speaker, Sir. I appreciate the self-mobilisation of Sen. Murkomen. This devolution has not been easy. We have had many meetings and this is an issue that kept on coming up. It does not at all mean or imply that the Government is bankrupt. That is a wrong impression. We have had these conversations and we have even had meetings with the National Treasury and money is already flowing to the counties. Already, the Kshs10 billion that was contentious is already flowing to the counties. So, we are not having a bankruptcy issue. view

I know that we have put a target of achieving the Millennium Development Goals (MDGs) by 2015. That is lowering of mortality rates and the eradication of many diseases, including malaria.
