In their wisdom, they thought I should represent them and I want to thank them. I am proud to look back today and see the tremendous work we have done together in Rangwe in terms of infrastructure development. • 9 Jan 2013 in National Assembly: Thank you, Mr. Speaker, Sir. This Ministry is becoming notorious. This is the Ministry that handles the elderly’s stipend. This is the Ministry that handles the orphans and widows. This is the Ministry that also handles people with disabilities. Recently, we passed a Bill that required that everybody be incorporated in these programmes, but the Assistant Minister says now that he does not have data. Could he clarify to this House how many out of the one million persons he has talked about are from Ndhiwa Constituency and Homa Bay County, for that matter? view

From the debate of yesterday, it was evident that the Minister was seeking an extra Kshs57 billion. This comes after Treasury experienced a lot of challenges in revenue collection. Hon. Members may recall that we started by a deficit of about Kshs106 billion. To date, we have a revenue shortfall of about Kshs45 billion. We also have an additional expenditure of about Kshs57 billion. As we engaged the Minister, it emerged that the inclusion of this proposed appropriation, which will be an authority to withdraw money from the Consolidated Fund, was in doubt as to whether it was included in the overal Budget framework.
