  • 2 Jul 2008 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. The hon. Member is asking for a specific date, because the Minister has committed himself to visit the road. When is this? view
  • 2 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, I rise to second the Motion. As you are aware, we are Members of the Kenya National Assembly and we have three cardinal roles to play. The first one is that of legislation. I want to persuade this House to consider giving leave for the legislation of this Bill. The other role that we play in this House is that of representation. We represent Kenyans and they are the taxpayers. It is their taxes that fund the Budget. To that extent, I feel that it is imperative that as representatives, we be involved in the entire ... view
  • 1 Jul 2008 in National Assembly: Madam Temporary Deputy Speaker, thank you for giving me this opportunity to contribute to this Bill that seeks to establish the National Ethnic and Race Relations Commission. This Bill has come as a result of the post-election violence that we had. I rise to oppose the establishment of this Commission. As we speak today, we have the Kenya National Commission on Human Rights (KNCHR). I think that Commission deals with human rights here in Kenya. Madam Temporary Deputy Speaker, we have very many laws in this country. I know that Parliament is in the business of making laws. It is ... view
  • 25 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity. I rise to support the amendment. This House has been enjoying a lot of traditions at the expense of accountability. This is a new Parliament. This is the first Budget of the Tenth Parliament. I want to urge this House to look at the Tenth Parliament as a Parliament that will reform the Budget-making process in this country. Mr. Speaker, Sir, the only thing this House does on the Budget is to approve the expenditures. I believe that is a job this Parliament can do ten times in a year. ... view
  • 12 Jun 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 12 Jun 2008 in National Assembly: Mr. Speaker, Sir, the Minister is coming up very eloquently. I know he is just about to ask for billions of shillings from this House. Is he in order to continue asking for billions of shillings from this House without rendering an account of how he spent the money we gave him in the about to be concluded financial year? view
  • 16 Apr 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker. First, I would like to thank the Minister. I am glad that he has taken the necessary steps to ensure reconnection of disconnected electricity supply. I am encouraged that he is, indeed, sensitive to the welfare of Kenyans. Madam Temporary Speaker, the Minister has said that the debt is a matter between the Ministry of Water and Irrigation and the KPLC. I would like to suggest that, while this Government is working in the spirit of collective responsibility, it would be in order for the Ministries of Water and Irrigation and Energy to work ... view
  • 16 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, what I want clarified is the issue of the 30 days. That is a very short period! I want the Minister to clarify whether they are going to disconnect power after 30 days. view
  • 15 Apr 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise on a point of order to ask for a Ministerial Statement from the Minister for Energy in connection with the disconnection of electricity supply to various water companies, especially in the western region. Those disconnections have compounded what has been reported nationally as a cholera outbreak in the region, causing several deaths. As a result of that disconnection, several schools have been closed ahead of their schedules. Similarly, the general public in those regions is suffering from lack of water for use and for drinking. Mr. Deputy Speaker, Sir, I appreciate the ... view
  • 25 Mar 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Some of us are intent on opposing this Motion. Will we have a chance? view
  • 25 Mar 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. I want to oppose this Motion. As the Leader of Government Business rightly put it, this House was convened ahead of its time. The reason for this was that the country needed accord and reconciliation. Mr. Deputy Speaker, Sir, I want to thank the House for having moved with speed to enact the two Bills, one of them being the National Accord and Reconciliation Bill. As you can see, there is still apprehension on both sides of this House. The apprehension is even greater outside this House. It would ... view
  • 12 Mar 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. My name is Otieno Ogindo, MP for Rangwe. Rangwe is in Homa Bay District. I would like to take the earliest opportunity to thank the people of Rangwe for giving me this opportunity to serve them and the rest of Kenyans, in this House. It is my hope that I will be in this House for the next four years. For that reason, I want to say three things: One, I want to commend the President for his Speech, which he delivered during the opening of this House. The President captured not only ... view
