Madam Temporary Deputy Speaker, I want to say that, indeed, I am a Member of the Budget Committee. I was privileged to chair the session yesterday and the Minister was in attendance. The meeting resolved that we defer these two Orders to the next Parliament. The first person to have suggested that was the Minister. We expect that the Minister will continue to demonstrate goodwill and faithfulness to devolution. Mr. Temporary Deputy Chairman, Sir, I want to support this amendment. This was part of the negotiated settlement to this Bill but I still want to point out that this amendment came with an extra Kshs3 billion requirement and which will go a long way in overstretching the borrowings in this country. I just wanted to sound an alarm that this is going to crowd out the public sector and we will soon be seeing an increase in the interest rates not to mention inflation. Mr. Temporary Deputy Chairman, Sir, I want to support the Minister. Now, the county governments are going to set out and get to business unlike previously, where they were just going to pay salaries. I think this is a good start and it is commendation to the Minister. I support.

Madam Temporary Deputy Speaker, I rise to support the Motion. It is important that even as Parliament does the oversight role, let the watchdog also be watched. This will go a long way in instilling public confidence in the manner in which this institution carries out its business. Mr. Deputy Chairman, Sir, the lacuna that we are trying to cure here is that you would want to engage an expert on a consultancy basis and you are bogged down by the procurement processes, and we have seen this before. I just wanted to ask Mr. Ethuro to amend it further by saying that “this shall be done at the rate of US$100 per hour”.

Indeed, it is the requirement of the Constitution that there be a Division of Revenue Bill and, subsequently, a County Allocation of Revenue Bill. Yes, Mr. Deputy Speaker, Sir. For the information of the Chair, Order No.9 on The Transition County Allocation Revenue Bill is about the 2012/2013 Financial Year while Order No.10 is about the 2013/2014 Financial Year. So, the argument is still on the 2012/2013 Financial Year. For the information of the House, let us separate the two because we also have issues with Orders Nos.10 and 11. Orders Nos.10 and 11 are sequentially arranged procedurally and the same should have applied to Order No.9. It should have been preceded by The County Division of Revenue Bill.
