Thank you, hon. Speaker, for giving me this opportunity. I rise to support the Motion by our very able Chairman. Hon. Speaker, the Supplementary Budget should be brought forth to address unforeseen emergencies and circumstances. But the situation we have been confronted with, more often than not, is poor absorption. As we approach the closure of the financial year, you will realize that most of the departments are still holding money appropriated to them that has not yet been utilized. This, therefore, calls for rationalization, or rather re- allocation. That is why this Supplementary Budget actually is reflecting the budgetary ...

Hon. Speaker, I am also concerned that going forward, we will really need to prioritize our expenditure. The focus should be on unlocking our potential, especially on sectors that will help us spur our economic growth. This should be in such areas as infrastructure, energy and tourism. This takes me back to the Motion that we have just concluded; we were talking about the railway line which we need to support; the construction of the railway line from Mombasa to Malaba will reduce unemployment. We have so many youths out there who have no employment and people are not poor ...

I want to support the position taken by hon. Ng’ongo; we are saying that we do not need supplementary budgets. If we are organized enough, and we have planned our expenditure properly, we will not even need to have Supplementary Estimates in the first place. Those are areas of concern and I think going forward we will need to seriously relook into them.

Thank you, hon. Speaker. First and foremost, I want to appreciate the Members of the Budget and Appropriations Committee under the leadership of hon. Mutava Musyimi for their dedication and commitment. We had to sacrifice all other responsibilities and work tirelessly to ensure that we conclude the budget process within the timelines. I also want to commend all other Departmental Committees for the good work they did. In particular, I want to single out the Departmental Committee on Finance and Planning which was able to generate a total of Kshs5.71billion which was later reallocated within the sectors to more needy ...

Thank you, hon. Temporary Deputy Chairman for giving me this opportunity. I will ensure that I keep my card well. I would like to oppose the amendment to Clause 14. Sometimes when people decide to live apart, it depends on why they separate. So, I want to agree with my colleague who has said that we leave the clause as it is. One year is sufficient for people to be able to heal wounds or cool down and then get back together. Six months might be too short a period. Thank you, hon. Temporary Deputy Chairman.

Thank you, hon. Temporary Deputy Chairman for giving me this opportunity. I want to support the withdrawal of this provision. How will you justify or prove in a court of law that you have actually withdrawn conjugal rights? It is ambiguous in itself and it should be deleted.
