  • 1 Feb 2017 in National Assembly: think we should be addressing the real problems so that, for example, by the time students complete their fourth form, we should have a law in place that guarantees that it is mandatory that those students walk out of school with ID cards. Once we have the IDs, then we are guaranteed that people will register to vote. Secondly, to vote is a democratic right. What is lacking is civic education. A voter must be motivated to vote. I should have a reason to want to vote. If we have not done adequate civic education, we should not complain of ... view
  • 31 Jan 2017 in National Assembly: Thank you, Hon. Deputy Speaker, for this opportunity to contribute to this Bill. This is a very important Bill because it seeks to regulate the practice and profession of hydrology. This is especially at a time like this when the country is confronted by the effects of prolonged drought and people are suffering because many areas do not have water. It is important that we have hydrologists who are regulated, registered, their qualifications looked at and we know that we have professionals and that we do not have situations where very shallow boreholes have been sunk without proper survey to ... view

  • 30 Nov 2016 in National Assembly: Yes, I will get there. Whereas I appreciate the thinking in terms of what the Member was seeking to address, that is to ensure prudent utilisation and management of the Free Primary Education, I have reservations with respect to the how to recruit bursars which he believes will be a solution to that. I want to oppose this Motion for the following reason: Recruiting bursars will not be a guarantee to addressing the challenge. We have had bursars in secondary schools but we have cases of misappropriation and mismanagement. The issue of corruption is an issue that Kenyans need to ... view
  • 30 Nov 2016 in National Assembly: it is everywhere, I wonder. It is in the society; it is in our schools; it is everywhere. To address this problem of mismanagement, it goes beyond employing the bursars. Secondly, we must put our priorities right. When we look at primary schools, sometimes I pose to ask myself: “Do we have free primary education?” If you ask a parent in my Teso South Constituency whether there is free primary education, they will say they do not know and they do not see it. I want to join my colleagues in congratulating Dr. Matiang’i for what he has done. He ... view
  • 25 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. At the outset, I oppose this Bill. This Bill is a let-down to the women of Kenya. I am surprised listening to our male colleagues alleging that we want more women in this House. When Kenyans voted for the new Constitution, in their wisdom, they provided for the two-thirds gender principle. They said that no one gender shall comprise more than two-thirds of the membership of this House. This Parliament was expected to provide a formula. I am an accountant and a formula is supposed to give a solution. What is progressive? That will not ... view
  • 25 Oct 2016 in National Assembly: I am a simba like Hon. (Ms.) Millie Odhiambo. I am here, having been elected in a constituency. I can fight but there are other women who may not be as strong as those of us who came to this House through an election. We want a mechanism for ensuring that we guarantee equality and offer opportunities to the women of Kenya. I oppose this Bill because women of Kenya deserve better than this. We should come up with a formula so that we can meet the deadline. Otherwise this House will not have given the women of Kenya the ... view

  • 19 Oct 2016 in National Assembly: On a point of order, Hon. Deputy Speaker. I do not know whether Hon. Nyikal has read this Report. By alleging that they are not finance people, has he looked at the qualifications of the first one? view
