  • 19 Oct 2016 in National Assembly: Even Nos.3 and 4 are finance people and have CPA(K) certificates. So, by saying that they do not have the qualifications, I think the Member is misleading the House. view
  • 19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I was busy congratulating Hon. Jimmy because he has spoken very well. I am a Member of the Departmental Committee on Finance, Planning and Trade and I was present during the interviews. I am surprised when I listen to my colleagues alleging these candidates are not qualified. We asked all those questions that Hon. Ochieng and Hon. Nyikal raised. We asked what the candidates think. We put questions to these candidates with respect to the issue of the challenges that are affecting the banking sector, interest rates and banks that have collapsed. We told them ... view
  • 19 Oct 2016 in National Assembly: On the issue of gender representation, the appointments are quite responsive. view

  • 19 Oct 2016 in National Assembly: The most relevant is the one on CPA. She holds CPA and has an MBA. To me, she is qualified for this position. I was on the gender issue. The appointments were quite responsive because out of the five nominees, we have three ladies. On regional balance, the Report is quite responsive. My only concern was for the marginalised regions to be recognised in the next appointments. Otherwise, I support this ... view
  • 20 Sep 2016 in National Assembly: Thank you, Hon. Speaker. I was surprised that the Chair did not mention anything about the constituencies that have not received their money. Referring to what Hon. Onyura has just mentioned, I am expecting more than half of the allocation for Teso South for the last financial year. Most of projects in the constituency have stalled. I have just come from my constituency and it is not pleasing to see some students still learning under trees yet I had budgeted for the construction of classrooms in those particular schools. view
  • 20 Sep 2016 in National Assembly: When the Chairman comes this afternoon, he should categorically tell us when we will receive our money. Before we talk about the ceilings and proposals for the current financial year, can we receive our money for the last financial year? It will be fair for all of us to be at the same level of disbursement before we move to the next financial year. The electronic version of the Official Hansard Report is for information purposesonly. • 20 Sep 2016 in National Assembly: Thank you, Hon. Speaker for this opportunity. view
  • 20 Sep 2016 in National Assembly: He will reply after I have made my contribution since I have the Floor. view
  • 20 Sep 2016 in National Assembly: Thank you, Hon. Speaker. I will go right away and give my comments. This is a very important Motion. I would like to start by giving the status that currently Kenya enjoys quota-free duty-free access under the EU Market Access Regulation. What is at stake is that we are on notice. By 30th September we need to have ratified this particular Agreement. If we do not ratify, we stand to lose market for our exports in the EU. Just to illustrate how important this Motion is, Members, if you remember in 2014 when the EAC/EU, EPA negotiations failed to meet ... view
