  • 2 Mar 2016 in National Assembly: There is also need for the Bill to come up with ways in which community members will benefit from community land. We have many cases where community land is taken by an investor or the Government for a certain project, and the benefits of the projects are only given to officials or a few people who are well informed within the community. There is need to make sure that every member of the community benefits from proceeds accruing from the lease of community land. There is also need for us to come up with stiff penalties against people who will ... view
  • 2 Mar 2016 in National Assembly: There is also need for the community to register a trust. They should make sure that they have a trust or a way of registering their land. We cannot trust the county governments to hold trust on unregistered community land because those are individuals who have their own different interests. view
  • 2 Mar 2016 in National Assembly: Another thing that the Bill should bring out clearly is in a case where a community has registered a piece of land and it is used for a project for some time. There must be measures to make sure that after a certain time, that piece of land is reverted back to the community so that the community can renew the lease of the extended period of the project. view
  • 2 Mar 2016 in National Assembly: There is also need for the Cabinet Secretary in charge of the Ministry of Land, Housing and Urban Development to appoint registrars who come from those particular counties when they start registering community lands. One of my colleagues has just said that some of the community land is lost because of land registrars who go to the ground and give title deeds for inappropriate land sizes without knowing exactly where the land is or even gathering background information on the land. view

  • 17 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me a chance to support this Motion on the approval of these two nominees, who actually come from the pastoralist communities of Kenya. At the outset, I want to thank the President for nominating Mr. Charles Sunkuli, on behalf of the people of Narok, Kajiado and the pastoralist communities at large. I also congratulate the two of them on their nomination. These two nominees have a very rich experience in terms of natural resources. I only want to urge them, as they join their new line of work, to showcase their experience ... view
  • 3 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to also contribute to this Motion. I thank the Chairperson of the Departmental Committee on Environment and Natural Resources and the Ministry for bringing this Sessional Paper to the Floor of this House. I urge the Ministry to make sure that they follow up on the implementation and enforcement of this policy paper, so that it does not gather dust on shelves. Wetlands and coastal zones contribute significantly to the socio-economic development of Kenya, and the health of our people, livestock and wildlife. Therefore, it is very important for ... view
  • 3 Dec 2015 in National Assembly: Today there are floods in many parts of this country. There are floods in Narok, Kajiado, Kwale and many other counties. These floods are mainly caused by our failure to conserve the natural environment, and this leads to climate change. There are people building estates close to rivers. What you hear the following day is people demanding ElNino emergency money, because they want the Government to put measures to control this. Some of these things are brought by us not following, or trying to conserve our natural resources. So, I urge the Ministry to implement this policy. The Ministry should ... view
