  • 12 Nov 2015 in National Assembly: Thank you, Hon. Deputy Speaker for giving me a chance to contribute to this very important Bill. From the outset, I support the Bill which is very timely. We have a very rich culture and diversity of traditions that have made us live proudly for a long time. For a very long time, this has organized our communities. This Bill creates a framework which will enable both the county governments and the national Government to promote and preserve our culture. The Bill has given a mandate to county governments to register, document and come up with a proper system of ... view
  • 12 Nov 2015 in National Assembly: This Bill gives us a way of protecting, preserving and transmitting our good values to the next generations. The Bill has also given a mandate to the county governments to look for a way of preserving culture and transmitting it to future generations. As one of my colleagues has just said, there are young people who go to school in other countries at a very early age and when they come back, they cannot even express themselves in their traditional languages. If we have a law that can preserve those cultures and we find a way of transmitting the cultures ... view
  • 8 Oct 2015 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this time to also support this Bill. I want to say that this Bill is timely in that it provides for an establishment of at least one station in every county. We know that most Kenyans when it comes to seeking justice, spend a lot of money travelling from one place to another. But this Bill is creating stations in counties, which will be accessible to every Kenyan. This Bill also provides for alternative dispute resolution mechanisms, which means that for those who will not be able to seek justice from the ... view
  • 8 Oct 2015 in National Assembly: Another thing that this Bill has provided for is performance management systems in our High Courts. It has provided a performance contracting and evaluation system where our judges in the High Court can be monitored. We know that most civil servants do not deliver effectively because of the performance management system. Another thing that this Bill has created is a proper record management system where all records will be kept. There is a record automation system in courts. In many cases, we find that many Kenyans lose their records in courts and most of them waste a lot of time ... view
  • 19 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I stand to support this proposed amendment. I support and insist that the Board should be writing to the institutions to inform them early which students have benefited. This is so that they are not denied opportunity to register or sit examinations. Thank you. view
  • 24 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to congratulate my colleague for having thought of this critical requirement within our health sector in this country. Indeed, what is on the ground in our counties is a pathetic situation. • 24 Jun 2015 in National Assembly: Kenyans pay quite a lot in terms of ICU services. You can only get these services in the big private hospitals. This has made it very costly such that many of our Kenyans are dying because they cannot access ICU. As has been said by my colleague, indeed, we need to devolve these important facilities, not only to the county level, but also to the constituency and divisional levels. We need to devolve these services because they are needed by most Kenyans. Given the situation of our roads today, most Kenyans who are involved in road accidents die because they ... view
  • 17 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. You are aware that marriage mostly affects women and families. It is a very important aspect in life. I want to support the Motion by saying that the procedure of getting marriage certificates should not only be cheap, but should also be a bit faster so that you can easily apply for a certificate and get it immediately rather than moving across two counties to get it. As we talk about devolution, these are some of the things that should be devolved. The process of getting a marriage certificate, ... view
