  • 23 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me time to support this Bill. I want to say at the outset that this Bill is timely, especially when it comes to issues of detective equipment. We not only need to compensate the people who have suffered from land mine bombs or object, but we also need to introduce a mechanism of detecting any bombs and landmines and have them neutralised, so that they do not cause death to the citizens of this country. We do not follow-up on the training of our military forces and international military groups, who leave ... view
  • 21 Apr 2015 in National Assembly: Thank you, hon. Speaker. I also support the Report of the Budget and Appropriations Committee. We have already looked into the Budget Policy Statement. We looked into all the areas that needed extra allocation. Therefore, the Senate is just playing a public relations exercise. If you go to our counties today, you cannot see any development on the ground in relation to the functions the county governments were given. Therefore, giving them more monies without this strong oversight from the Senate is actually devolving corruption more. All we are seeing in the counties are some people being transported in very heavy ... view
  • 21 Apr 2015 in National Assembly: I urge the Senate to perform their oversight role. Let them look at what exactly is being done or not done in the counties and advise the county governments appropriately. Let them oversee the county governments in carrying out their functions, and in the use of the budgetary allocation that they have been given. Otherwise, we may end up devolving corruption to the counties, instead. We need to look into the county government functions. When I looked at the Daily Nation today, I noticed that some county governments have duplicated roles. Every county government is just giving bursaries and creating ... view

  • 15 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to also support this Bill in that it gives notice to the person affected. Most of the time, our citizens lack information or a notice for the action that is being taken by any administrative person and citizens suffer. I want to give a very good example of the National Environment Management Authority (NEMA). Most of the time they do an environmental assessment on a certain project and the public is not given any information on the action taken and when the project is going on, it is stopped and this affects ... view
  • 11 Mar 2015 in National Assembly: Thank you, hon. Chairlady. I want to congratulate the Mover of this Bill, which is very important. It is a constitutional right for the people with disabilities. It is in the Bill of Rights in our Constitution. It is high time we compelled the Ministry of Education, Science and Technology to introduce sign language and braille reading within the curriculum through an amendment to the Education Act. Every citizen of this country should learn sign language at the primary level. There is no need for us to employ a specialist in this language when all of us, including mothers should ... view
