(Dr.) Mbito, the Chairperson of the Standing Committee on Health. Indeed, it is very unfortunate that untimely death of Mrs. Virginia Asaph was due negligence. This is not the first time this has happened to our fellow Kenyans. Madam Deputy Speaker, death due to negligence is more hurting than death by an accident. We went to Samburu, Meru, and other places in the country where the locusts had invaded. There were very big programmes that were put in place. We had the flights that were initiated by the Kenya Wildlife Services. Those programmes were allocated money. We also had the National Youth Service (NYS) on the ground.
