Sometimes they displace them from their land. Today, as I speak, some people in Laikipia cannot access their land because it has already been taken by others. Since Independence we had never had a constituency of Laikipia North but when I came to Parliament, the kind of work that NGCDF has done is marvellous. We have seen NGCDF building schools, classes and hospitals among others. So, I am wondering about those people who always go to courts over NGCDF. In my constituency, the NGCDF that has a budget of Kshs100 million, 90 per cent of it goes to development expenditure and 10 per cent to recurrent expenditure. It has done a lot compared to the county government that has a budget of billions. In the county budget, about 80 per cent goes to recurrent expenditure and only 20 per cent goes to development expenditure. We cannot just register a community in a name and put a certificate in a name. It will bring discrimination in the country. So, we need to have a single document or a single title for the registration. view

  • 19 Nov 2015 in National Assembly: If you go through this Bill very carefully it stipulates clearly how we should plan our towns, cities and rural areas; we have a lot of migration from rural areas to towns. This Bill states clearly that it is the role of country governments to make sure that--- Population is increasing and development increasing in rural areas. Without proper planning we will always have problems in this country; that is the reason a few years ago you saw the Government demolishing structures to pave way for a railway line, a road or another public facility. view
  • 19 Nov 2015 in National Assembly: It is very important for Members of Parliament to read this Bill. I believe that it is a good Bill that will reverse the injustices committed in the past. We know what happened when planning was being done by local governments, especially at the county level; we had a lot of corruption; they passed their own bylaws, just woke up one day, sub-divided land and allocated plots to themselves.
