Clause 3 is on guiding principles. Particularly Clause 3 (b) talks about equality, equity and nondiscrimination in the provision of the vocational training. Recognition of trainees with special needs is very important. You realize that young people who are living with disabilities most of the times are not incorporated when it comes to the education sector. Madam Temporary Speaker, this Bill gives opportunity to all young people, including those living with disabilities in this country. Clause 4 talks about the obligations of the national Government. Thank you, Madam Temporary Speaker. I also rise to support the Motion as amended to alter our calendar. It is a very important Motion given the situation we are in. The third wave is not very pleasing and we need to take necessary precautions. As a House, we have a duty to represent and undertake our oversight mandate. Mr. Temporary Speaker, Sir, I rise pursuant to Standing Order No. 48(1) to seek a Statement from the Standing Committee on Lands, Environment and Natural Resources regarding the forest blaze triggered by the British Army Troops at their training base at Nyati Barracks, Laikipia County that occurred on Thursday, 25 March, 2021.

In the Statement the Committee should- (1) Explain the circumstances under which the forest fire was triggered. (2) State how many hectares of the forest were destroyed by the fire, including the wildlife that was killed and neighboring families that were displaced. (3) Outline the preparedness and capacity by the national and county governments respectively in responding and coping with forest fires. (4) State the measures taken by the Government of Kenya to seek compensation for the affected families, including the restoration of the ecosystem. I thank you, Mr. Temporary Speaker, Sir.
