  • 2 May 2024 in Senate: Mr. Deputy Speaker, Sir, I had already made part of my contribution. Before I stopped, I was painting an image as a Member of the County Public Accounts Committee (CPAC) and my Vice-Chairperson is here. I wanted to show how county governments end up with holes in their budgets. I was pointing to this scenario which is uniform among all our counties when it comes to own source revenue. Even if we make payment of these pending bills a first charge and county governments do not estimate their own source revenue in regards to what they have collected within that ... view

  • 2 May 2024 in Senate: bills for recurrent. You only find pending bills for development. Therefore, county governments must take it very seriously, especially when it comes to their own source revenue. Finally, when I last stood here, I said that governments have perpetuity. Some counties have had two or more governors. For example, Nyeri and Kiambu counties have had more than three while Nyandarua has had three governors. The moment the first governor left office, the second governor when he took over, established a pending bills verification committee. Now, if you have looked at all your pending bills, all of them and processed, you ... view

  • 2 May 2024 in Senate: was at the university has not been paid. Now auditors are being asked to verify whether the grass was planted on that stadium in 2015. What are we doing to our counties? What are we doing to our resources? If the people of Nyandarua County have never had an opportunity to use Ol Kalou stadium, where is prudence in the usage of the resources? How do we say that the people of Nyandarua County are benefiting from facility? It is not just about pumping money into a project. It is about pumping money into a project that is helpful to ... view
  • 30 Apr 2024 in Senate: Thank you, much Mr. Speaker, Sir, for giving me an opportunity to make my comments on this Bill. In reference to Article 96, I find this as one of the most important Bills that we process, not that the other Bills that we process here are not important. This Bill that will denote money that will be send to the counties for the next financial year is important. When most of us get an opportunity to go to the villages, we talk to our people and remind them that our work here is to defend devolution. Every time we speak, ... view

  • 24 Apr 2024 in Senate: Madam Temporary Speaker, I heard you call me and I want to make the best out of the five minutes that I have before we adjourn. As a Member who sits in CPAC, when we speak about pending bills, as I rise to support this particular Motion. We must first define what pending bills are. Pending bills is when somebody has taken his or her own money or a loan, gone to a county like Nairobi or the counties cited here, done a road, a hospital, delivered pipes and done a classroom with his own money and not paid their ... view

  • 24 Apr 2024 in Senate: Madam Temporary Speaker, every election cycle like in 2017, all the governors who got in had a pending bill verification committee. Every time we invite them, they tell us that they have a pending bill verification committee. This election of 2022, in every county, including Nyandarua, my own county, there was a pending bill verification committee. In every session, we say that there is a pending bill verification committee. One side of the pending bills says that these are eligible bills. The other side says that these are the ineligible bills. If then you have accepted and said that these ... view
