His demise is really a big shock, not only to the people of Mbita and Homa Bay County but to Kenya at large. I concur with my colleagues that water is a very important natural resource, especially in the 21st Century; we should not be talking of areas where water has become so scarce that it is even leading to community unrest, drought and food shortage. When you look at it, it is talking about issues of governance and management of water. This is in reference to harvesting of water. It addresses very fundamental issues, especially the sustainable mechanisms on how we can harvest water through the Water Management Boards. This is paramount because we know that issues pertaining to water have previously been administered in a very amorphous manner. This has resulted to serious challenges, especially for those who live in Nairobi and other areas.   • 11 Nov 2014 in National Assembly: I have quite a number of reservations on this Bill and will be looking at it critically because it is creating very many institutions. We have the County Water Boards, the Water Trust Fund, the Water Service Regulatory Authority and the Natural Water Harvesting Storage Authority. We must be careful not to create so many institutions that will end up creating confusion during the implementation stage. The institutions that we are creating will eat into the Exchequer.   • 27 Aug 2014 in National Assembly: completely difficult to access in this country. Issuing people with ID cards gives them the right to vote. When we deny our young people the right to access national ID cards, we deny them the right to exercise their constitutional right of voting. This Motion is essential because certain parts of this country have never been favoured with this exercise. They still lag behind very much. Therefore, if we want to be very serious with the issue of security in this country, we must access background details of every Kenyan, and know what is happens at whatever time. When you say that 61 per cent should be owned by Kenyans, I totally agree that we have a responsibility to protect the local interest; but when we give 61 per cent to locals, we are trying to have a very high benchmark in terms of how investments ought to be handled. There is no guarantee that when we do what this amendment suggests, the youths of this country will benefit.
