ensuring that they go to school at the right time. Clauses 22, 23 and 24 talk about issues of registration and licensing. Clause 24 is stipulating how a centre can be closed. I urge that we stipulate punitive measures in this Bill for those centres that will mistreat our children. Recently, we saw a centre where children were sleeping on the floor. We have read in newspapers how children are being trafficked quietly from those centres. This Bill is very important.We, in the Committee on Labour and Social Welfare, will come with some amendments, particularly on those clauses that talk about checking on girls and their welfare so that we punish those people who will not care for the children. Thank you, Mr. Speaker, Sir, for giving me this chance to also add my voice to Sen. Mwaura’s Statement on delayed disbursement of capitation funds for learners with special needs. Capitation funds from the Ministry are given on need basis. In any case, that funding is meant for buying resources for learners. Pursuant to Standing Order 48(1), I rise to seek a Statement from the Standing Committee on Agriculture, Livestock and Fisheries concerning adoption of conservation agriculture in the country. In the Statement, the Committee should– (1) State the measures put by the Government to come up with a policy on conservation agriculture. (2) State whether the policy will be ready for implementation. (3) Explain how conservation agriculture can be mainstreamed into the existing policies on agriculture ahead of policy formulation.
