I want to inform the Chief Whip that that transition from Form Four to university started in 2009 or 2010 when his Excellency the Deputy President, (Dr.) William Ruto was the Minister for Education. At that time, we had his Excellency Mwai Kibaki who was the President then. Therefore, it has been happening. view
