Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. Mr. Temporary Deputy Speaker, Sir, I would like the Assistant Minister to clarify whether the same BVR machines are going to be used for voter verification. If that is the case, could he then confirm whether we are facing a crisis? If there are only 15,000 machines and they are not enough for all the polling stations, is he suggesting that there will be merger of six, seven or eight polling stations or are we facing a crisis?

Mr. Temporary Deputy Speaker, Sir, I rise to support. In supporting, I wish to indicate that every week in this House, Members of Parliament ask Questions relating to provision of identity cards. It is a fact that many Kenyans do not have identity cards. If you do not issue these identity cards, many Kenyans will be disenfranchised, especially young people. I arrived yesterday morning from Remba Island, which is near Uganda and, people asked me to raise a parliamentary Question in relation to the same issue. There are over 7,000 Kenyans on that island from all over the country. We ...

Madam Temporary Deputy Speaker, I do support and thank the Minister for bringing the Bill. The only thing is the proposed amendments, which I will bring; the issue of innovation needs to be strengthened. I support.

Mr. Temporary Deputy Speaker, Sir, I rise to support and in supporting I want us, as a House, to be cognisant of the fact that we have a very short time. Indeed, there are some of us Members who have been very faithful in the days that hon. Ruto is referring to; he has been away for the last three days. Some of us have been here, even during extended times. Indeed, there are very serious Bills that have come here which have implications and impact on devolved systems of governance. He has been away, yet he wants to a ...

Yes, Mr. Temporary Deputy Speaker, Sir. I do not know why he is worried about me. I am a very humble and harmless human being. So, he should just relax. The person he should be worried about is in Bomet County, a lady, who is a lionless. But that is with a light touch; the one who deals with him authoritatively---

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support this Bill. I want to congratulate Dr. Otichilo who has distinguished himself as the parliamentary expert on this matter. I would also like to thank him for very consistently pushing the agenda of dealing and mitigating the effects of climate change for this country. The issue of climate change has captured the attention of the international community in an unprecedented manner. According to the latest assessment report of the United Nations (UN) Inter-Governmental Panel on Climate Change (IPCC), there is unequivocal evidence that the earth’s climate ...

Thank you, Mr. Speaker, Sir. I thank the Minister for bringing this Bill. I would like to indicate that I am not too sure as to whether I want to support or oppose this Bill because I would have wished to get some clarifications from the Minister in relation to this Bill. First, in relation to a recent Bill that the Minister brought that sought to do what she says this Bill seeks to do, which is to consolidate the whole lot within the agricultural sector--- I am wondering why we need another Crop Bill if what she was seeking ...

Is there any response from the Ministry? Is there a Minister here who would wish to respond? Given that the responsible Minister is not here, I will now call upon the Mover to reply.
