Millie Grace Akoth Odhiambo Mabona

Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. • 28 Nov 2012 in National Assembly: I would like to indicate that--- Mr. Temporary Deputy Speaker, Sir, could you protect me from hon. Kioni and hon. Midiwo who are having another debate beside this one? view
  • 28 Nov 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for protecting me against the bullies. I want to thank hon. Eseli for bringing this Bill. I only have two issues to comment on. I have looked at the Bill and it talks about human resource professionals and what it seeks to do is to regulate the profession of human resource management. What it prima facie seeks to do is to look at the professionals who have actually studied human resource as a profession. We know that in this country, there are very many other professionals like doctors and lawyers who are forced ... view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is because they are consulting too loudly. But I want to say that it is, indeed, from my experience that I want to contribute to this Bill. There is a second issue that I want to raise on this Bill. I would like to see principles contained in this Bill – general principles of human resource management even though we are talking about providing regulations. But in Kenya, unless you spell some things substantively in a Bill, when you leave it to regulations, they never get captured. Some of the issues that hon. Eseli ... view
  • 28 Nov 2012 in National Assembly: Hon. Members, noting that there is no further interest in this matter; I now call upon the Minister to reply. view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity. I want to oppose the amendment. In opposing, I want to say that there are several proposed amendments to the Bill but I want to use the two examples that Mr. Oyugi has sighted as my basis for opposition. If you are talking about schools, I am a protector of children’s rights and I do not think business interests override the rights of children. For those same reasons, I would oppose such an amendment that compromises the right of children over profits. When Mr. Mututho brought the original ... view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first of all, I want to thank the Minister for the Ministerial Statement. In the Statement, he indicated that because of various challenges, they are not able to ensure that the Diaspora votes. What I would like him to clarify, because he is also ready to consider that the Constitution talks about this right being progressive--- I can see that we have been playing around with words even where the Constitution is clear, like the women’s one- third gender rule is not progressive but we now want to make progress and where it is progressive, ... view
  • 27 Nov 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead the House about the meaning of the word “progressive” after reading to us what the court stated? If I heard him correctly, the court said something to the extent that it does not mean denying the substance of that right. “Substance” cannot be logistical issues, like putting logistical issues over a period of seven years is not substance. Is he in order to mislead the House about the meaning of the word “progressive”? I am concerned especially because of the one-third gender rule. ... view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 3 of the Bill be amended by deleting the proposed new sub-clause (7) and substituting therefor the following new sub-clause - (7) No act or proceedings of the Board shall be invalid by reason only of- (a) a vacancy in the membership of the Board; or (b) a defect afterwards discovered in the appointment or qualification of a member of the Board. view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also reluctantly support. I want to encourage the Minister because of the limited time that he should not be sneaking in things, especially because of the short time that is remaining. Most of us would have left without knowing that this is a very important Motion. Otherwise, if he brings another one next time, we will oppose it. view
