  • 13 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, the police are not taking warnings. When hon. Aduma recorded a statement, nothing was done. On issues like Westgate, people knew all along that Westgate was a dangerous place and people had reported and nothing was being done. So, something has gone wrong with our security system. If you go to Kampala today, it is more than 90 per cent secure than Nairobi City. The private security guards are armed. We have only two options – to arm the general public or to disarm the The electronic version of the Official Hansard Report is for information ... view

  • 13 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, the other issue which I want to address is community policing. We are living in a very difficult time where when communities go and report instances of crime, there is a high disconnect between the police and the general public. When the general public reports criminal matters to the police, they are not listened and they feel that they cannot be part and parcel of the security of their counties. That is why we are having this problem. We know the thugs in towns and villages. They are known and some of them are collaborating with ... view

  • 5 Nov 2013 in National Assembly: Thank you Hon. Speaker. Pursuant to Standing Order No 44(2) (c), I would like to request a Statement from Chairperson of Committee on Agriculture, Livestock and Cooperatives on drought management In Northern Kenya. Due to persistent drought in my area, already in my constituency two children have died out of thirst; boreholes have collapsed, pans have dried up, my District Headquarters in Modogashe has no water. • 5 Nov 2013 in National Assembly: That is in order. This matter is of a grave concern, because someone who is thirsty and has no water cannot wait for long. One month will be too long. If that meeting can take place tomorrow, that will be okay. Thank you. view
  • 5 Nov 2013 in National Assembly: On a point of order, hon. Speaker, Sir. Hon. Wario asked the Chair to give direction on this matter. This matter is before court, it is sub judice . We do not want to have conflict between Parliament and the Judiciary. The chair has not given communication on this matter. We need your direction because we do not have a constitutional crisis in this country where Parliament is saying one thing and Judiciary is having this matter in court. Hon. Speaker, Sir, you must give direction on this matter before we continue. view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, the amendment is not in tandem with the thinking of the House. We were basically expecting debate – debate that is going to take in the High Court or the Appeal Court. So, I am not sure--- view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, the amendment that has been moved by hon. Mbadi is speculative. The amendment says that if the Court of Appeal rules one way, we will follow a certain route; and that if it decides the other way, we will follow another route. This means he is not aware of what is going to happen in the Court of Appeal. So, it is not in the interest of this House to debate the amendment. I think it is out of order for us to do so. view
  • 31 Oct 2013 in National Assembly: Hon. Speaker, I am saying that hon. Mbadi is anticipating debate in the Court of Appeal. He is saying that in the event the Court of Appeal decides whichever way, the recommendations contained in our Report will be followed after the court has made its verdict. So, it is not in the interest of this House to debate the amendment because we are anticipating debate in a court of law. So, it is sub judice and out of order. view
