  • 28 Apr 2011 in National Assembly: Mr. Speaker, Sir, I thank the Minister for the projects that already have been undertaken. One of the projects that the Minister has shown as completed is a borehole which was drilled, but they did not find water. They found it dry, yet in the answer it is shown as complete. What arrangements do they have to drill another borehole? They must carry out a survey before a borehole is drilled in order to get water for the community. As I speak, during this drought situation, there is a water bowser and there is a threat of its withdrawal by ... view
  • 27 Apr 2011 in National Assembly: Thank you Madam Temporary Deputy Speaker, for giving me this opportunity to contribute to this Motion. At the outset, I would like to congratulate my friend Mr. Mbau, for thinking about this matter. Very rarely do we think about the dead. In most cases, we think about the living. However, the dead have an impact on the living. This is because it is the parents, relatives and friends of the deceased who feel the pressure and the pinch not only of the loss of a very close person, but also of the expenses and demands that come with providing the ... view
  • 26 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you very much for giving me the opportunity. What we are discussing today is a very important matter for this country. Perhaps after the Constitution that we have accepted as a country, this is the second most important issue that the country must discuss. So, we must get it right. This House has a unique opportunity in history to do what Kenyans expect to be done legally. We are now discussing a Bill which is supposed to establish the new Commission and I want to thank the Minister for bringing it forward. We intend ... view

  • 26 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my concern in this Bill and generally the emotions that we see being exhibited in this country is about fairness. My concern is about the boundaries and that is captured in Schedule 5. I am glad that in terms of interpretation, the Minister was very careful in terms of defining what a first review means. This matter was so emotive that it almost divided the country in the middle. Mr. Temporary Deputy Speaker, Sir, we require a Commission that is going to reconcile us. Of course, we have accepted that population quota, which is given ... view
  • 21 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Assistant Minister for his Statement, particularly the announcement he has just made that those candidates who did not score “C” in the exams, the district will consider the next grade until they reach a minimum of Form Four. However, this information is not known to the public. Could he undertake to instruct all the District Commissioners today, so they have this information and, secondly, that they will even allow candidates with temporary national identity cards to participate in the recruitment process? This is because most of these young people do ... view
  • 21 Apr 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I think we need to thank the Assistant Minister for this one. But I want to ask him--- A portion of my question was not answered. I had asked about the national identity card. Could he instruct the district commissioners to use the waiting cards of those young people who are qualified, but who have not received the national identity cards? view
  • 20 Apr 2011 in National Assembly: Mr. Speaker, Sir, I would also like to thank the Assistant Minister for the Ministerial Statement and the action taken, particularly in pursuing the culprits who killed Nicholas. I want to find out from him how well equipped the police in Turkana are, in terms of logistics and means of transport and communication, so that in future, such criminals can be pursued quickly and arrested? Is he satisfied that his officers out there are well equipped and capable of doing the job they have been sent there to do? view
  • 20 Apr 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I rise on a point of order to request for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security. In view of the fact that the police recruitment is due next week, on 27th April, I request for a Ministerial Statement on the following national concerns being raised across the country:- (i) clarification on the number to be recruited in each county or constituency; (ii) the minimum academic requirements for each county, constituency or region; and, (iii) measures being taken to ensure fairness and accountability in this ... view
