Mr. Deputy Speaker, Sir, sometime in August, the Government announced the creation of Wajir South District at a place called Leheley. We really appreciated this gesture and celebrated in a major way. But to date, the Government has not posted a District Commissioner who is supposed to be the Chairman of the District Security Committee. I would like to find out from the Minister when they intend to do this.

Mr. Temporary Deputy Speaker, Sir, is the Assistant Minister in order to tell the country that Kenyan youth who wish to be recruited to serve this country are recruited on the basis of communities? Is that the Government policy? Is he trying to make our military an ethnic enclave so that they recruit people on the basis of communities?
