  • 3 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, it is very clear that the Assistant Minister did not answer this question and he is very evasive. He has told us that this lady was the best. In fact, she ran very well and she was very fit. She was tested on 26th and according to the Assistant Minister, she was pregnant. This wonderful lady went to other doctors other than the military doctors and they found her negative in Eldoret, twice. That is what the report says. We want you to take back this girl now that you know she is not pregnant. Since ... view
  • 3 Nov 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It is very clear that the hon. Member is tempting the Minister to answer in a certain manner that he wants the Minister to follow. Would I be in order to ask the hon. Member to withdraw the remarks he has made to that effect? I chair a Committee that is currently looking at this matter and some of the disclosures that the hon. Member is asking the Minister to give is a matter that the Minister never gave us in the first place. So, it looks like a predetermined discussion ... view
  • 3 Nov 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I just want to put the matter straight. We have not used the authority of the information we have in our possession for this particular debate. But since the matter is now on the Floor of the House, as hon. Members, I thought we have the liberty to contribute--- view

  • 3 Nov 2010 in National Assembly: Mr. Deputy Speaker, Sir, it is just the Minister himself who has referred to the Committee by saying that he did not know this information when he appeared before the Committee. So, I would like to find out from the Chair whether it is in order for the Minister, then to come to the House, as an afterthought, to come and disclose information that he did not disclose to us in the Committee. view
  • 3 Nov 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It is important to get the Chair’s direction in this matter, because of the fact that we were limited as a Committee in terms of having an opportunity to have full disclosure of the facts of the matter. Some of the evidence being adduced by the Minister now totally contradicts the position that we--- view
  • 28 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, it is very clear that we do not expect the dead to speak for themselves. Regarding Mr. Wario’s incident, the Assistant Minister says that he drowned when the police were on patrol. Ordinarily, when the police are on patrol, they do not force people to drown. There must be something the police did to this man. They either forced him into the river to make him drown or they killed him and threw his body into the river. Could the Assistant Minister confirm to the House the real cause of Mr. Wario’s death, because to say ... view
  • 28 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister confirming that the Administration Police were intimidating Kenyans, and that on the sight of the administration police officers, these people ran into the river and drowned? Is that what he is confirming to the country? view
  • 28 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. We cannot allow the Assistant Minister to get away with this. Surely, this is a very serious matter. Mr. Assistant Minister, please, do not be very casual on this one. We want to know the cause of death. The causes of death, according to your statement are two; one, you said that he died as a result of police chase and the other because of drowning. The one that came first is the chase. Could you confirm to us that this man died because of the chase? That is the cause ... view
