On a point of order, Mr. Deputy Speaker, Sir. Surely, you can see the way the Minister is behaving on this matter. He is evading the question by hon.Mungatana. The question was: Even as they saw that he was going into the river, what effort did the Government Security forces do to save this man? Was there an effort by his officers to save the life of this Kenyan? What was the effort or were they just in hot pursuit to kill him?

Mr. Deputy Speaker, Sir, it is very clear from the way the Assistant Minister is answering this Question that there are double standards. There are sets of rules and regulations for Kenyan forces going into the United States, yet the same does not apply to the forces coming from United States to Kenya.

On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister is not answering the question. I do not want him to filibuster. I want him to tell us the incentives the Kenyan Government is getting. What are the incentives? Are there incentives or not?

Mr. Deputy Speaker, Sir, I want to thank the Minister for the answer he has given. However, I would like to raise a concern with him in terms of the time it takes before an ambassador to report to a station. In many stations, it has taken over two years before the Ministry has sent ambassadors after it recalled the previous ones. In the process, the Government continues to incur a lot of expenses. What arrangement is he putting in place, so that the moment an ambassador is recalled, fairly soon, another one replaces him?

Mr. Deputy Speaker, Sir, I am glad that the Minister generally has a very good idea on what needs to be done. We have had occasion to travel with him in the North Eastern Province and actually joined him in the launch of the policy itself. But we had an understanding with him that this policy will begin implementation as soon as possible and that, actually, he will secure an executive order from the President in order to facilitate the establishment of the Commission. Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to contribute and to support this Report. The Committee that went out to do this necessary investigation did the right thing. It went out to investigate and to shed more light on allegations that were spreading regarding what was happening in that part of the country. Mr. Temporary Deputy Speaker, Sir, there were strong allegations that Kenyan youths were being recruited to go and participate in the conflict in Somalia. I am glad as a person and resident of the province because I was very concerned with those allegations. If, indeed, they were true, they had a potential risk for our security. I am glad that the allegations have been discounted by the reports given by the Ministers to the effect that they were not true.
