My interest was generated as a result of the threats that livestock farmers were facing from the bank. On a point of order, Mr. Deputy Speaker, Sir. I am fairly satisfied with what the Minister has said, but he has evaded a very important aspect of my question. Could he assure the farmers that nothing will happen to them; their ranches or their property that they used as security to acquire the loans will not be attached until this auditing process is over and until they are able to assess who is able to pay and who is not? There is a danger that as they are doing this, farmers could lose their ranches.

On a point of order, Mr. Deputy Speaker, Sir. This issue is very critical for nearly 70 per cent of Kenyans. I am happy with the Ministerâs clarification. I asked him to clarify something on the aspect of restocking. The drought, as we all know, was so devastating that livestock farmers in the country lost animals. What arrangements has the Minister made to find sufficient resources for these farmers to begin to restock their livestock?

Mr. Speaker, Sir, the Minister is a serious professor. He has read the law very clearly to the House. He went ahead to commit funds for advertisement of this post. If he only required his discretion and not the Boardâs, why did he not use it initially and not subject the Board and taxpayersâ funds for the process?

Mr. Speaker, Sir, the Assistant Minister seems to treat the Question in a very trivial manner. That project was inaugurated in 2007 by the President. When the Government was designing it, the idea was to have a complete set. The intention was to connect North Eastern Province to Coast Province from Ijara. I want to know from the Assistant Minister what happened to the funds that were allocated for that project, before you start seeking for more.

The Minister must be aware that the greatest threat to a new constitutional dispensation is the political class in this country. I do not understand what arrangements the CoE has to engage directly with the political parties so that the debate in the funerals and harambees which, in most cases tends to misinform the country, stops so that the real people, who are the stakeholders, get consulted very quickly so that we ease the burden we place on the CoE.
