  • 2 Feb 2011 in National Assembly: Mr. Speaker, Sir, I thank Mr. Deputy Prime Minister and Minister for Local Government for the trust he has in me. The Prime Minister came to my constituency, Wajir North, and he was accompanied by professionals. There were five Permanent Secretaries and food was distributed. It was on a non-partisan programme. It was a Government programme. So, I tend to think that those who are saying that issues of parties and no technical persons accompanied him there are wrong. view
  • 22 Dec 2010 in National Assembly: Mr. Speaker, Sir, I kindly request the Prime Minister to give us the definition of “act of terrorism” as defined in the UN Charter and whether it is synonymous with what is happening in this country, where individuals of one faith are being targeted. view
  • 16 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I sympathise with the Member of Parliament for Samburu East, because this is the same Government which view
  • 16 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I had asked the Assistant Minister to give us the total amount of money allocated to each constituency. First, I want to quote the UN Charter 103 that says:- “Any comprehensive interpretation of international law must take into account the interests and wellbeing of the people of that state.” view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I can confirm that I am not a lawyer. Mr. Deputy Speaker, Sir, this is also supported by the ICC Statute, Article 53 (1) (c) that makes it clear that in deciding whether to proceed with an investigation, the prosecutor must consider the interests of the victims and determine whether taking into account the investigations shall serve the interest of justice of those who are supposed to be convicted. So, I can confirm that it is not in the interest of Kenyan citizens for us to continue being part of that. Thank you, Mr. Deputy Speaker, ... view
  • 2 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, that is a photocopy of the original document. Can the seal appear on a photocopy and the letter is signed? view
  • 1 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, this is not the only project that has been delayed by the Ministry. We are aware that the Rural Electrification Authority projects which were sanctioned two years ago have not started even to date. Could the Assistant Minister explain why this Ministry delays projects? view
