Mr. Deputy Speaker, Sir, on the same question of sub-district hospitals, in my constituency, Wajir North, there are two sub-district hospitals and none of them has staff, an ambulance or a maternity wing. Could the Assistant Minister kindly assure me that these facilities will be running to full capacity? There is no use of having sub-district hospitals when all those facilities are not there.

I want to urge the Ministry to start cross-breeding of animals. This will raise the quality of the indigenous animals I would also want to talk about the Kenya Meat Commission (KMC). Mr. Deputy Speaker, Sir, we know that the nurses that are being posted to these dispensaries come from other areas and they do not actually want to work there. You had better train the local people because we are even finding out that the admissions to the Medical Training Colleges (MTCs) are skewed towards some direction. Train the locals and give them these chances, so that they can accept to work in those areas. The Ministry is posting people there who go to other places after six months or one year.

Mr. Deputy Speaker, Sir, the Minister is talking of patrols in North Horr Constituency. In that area, police stations are about 300 to 400 kilometres apart. Having known that area very well, security partrols cannot do anything. So, could the Minister guarantee to us that those police posts will be re-opened after security personnel have graduated?

Mr. Deputy Speaker, Sir, it is not true that Kshs155 million was used. That is because I can confirm with the data I have that over 43 boreholes, that were to be drilled by the NWCPC, have not been done. I can give an example in Wajir District, where the following boreholes have not been drilled:- 1. Delmanyale 2. Shimbir Bul 3. Tarbaj 4. Ingrir, which is in my constituency 5. Aden Awale 6. Thank you, Mr. Deputy Speaker, Sir. It is good that the Minister has acknowledged that the National Water Conservation and Pipeline Corporation has no capacity to deliver. At the moment, we are aware in a place called El Had, there is a rig that has been standing there for the last eight months. It has had no fuel or allowances advanced to do the job.
