Mr. Speaker, Sir, I would like to ask the Prime Minister to tell the House who determines which contracts are urgent? Under whose docket do the contracts that are supposed to be awarded directly fall, because they were actually urgent? We know very well that right now, in Kenya, we have a serious and biting drought, but the Ministry of Water and Irrigation could not be given the indulgence to invoke that Section of the law, so that direct contracts for drilling boreholes in Northern Kenya could be awarded . Mr. Deputy Speaker, Sir, it is saddening to note that for the last two years, no student from Wajir North District has been admitted to KMTC. I can attest to the Minister that more than 15 students who had scored B-plus in the Kenya Certificate of Secondary Education examination applied for places. Could he tell us if there is criteria other than meeting standards in order for one to be admitted to KMTC?

Mr. Speaker, Sir, we know that the National Water and Pipeline Corporation, without consultation with the District Tender Board and approval of the DSG, has been awarding contracts. This is why shoddy jobs are being done in our districts and constituencies. What has the Assistant Minister done about the National Water and Pipeline Corporation which awards contracts without the knowledge of the districts and constituencies?

Mr. Deputy Speaker, Sir, we know very well that people have been camping at the pensions centre here to get their benefits. By the time they receive their benefits, they have actually spent all they are supposed to receive in Nairobi. Could the Minister assure us that there is a system that is supposed to be followed and which stipulates that within a given period, we can pay those people as fast as possible? That is because we are making them suffer more than even giving them what we are calling âbenefitsâ.
