The Bilateral Air Services Agreement between Kenya and Niger was negotiated and initialed on 9th May 2013. In order to operationalise the agreement, the delegation signed an MOU that gave force to the agreement while waiting for the formal signing of the agreement. The agreement is also modelled on the ICAO Template Agreement and is based on the same Yamoussoukro Decision. This agreement is as liberal as the other one. (iii) That creates cooperation agreements between state competition authorities hence facilitating joint assessment of alliances between Kenya and other states e.g. alliance between Kenya Airways and other airlines. (iv) It also creates market access on flights between Kenya and other states thus creating a level playing field between Kenya and other states. I must thank our President for being composed. It was a press conference between equals. The two of them have a lot of things in common. They are of the same age, married to women of the same age, they are all left handed, have the same height and they are all Kenyans.

There seems to be some disconnect between what is supposed to be done in the sector and what is happening in the field, as far as school fees structure is concerned. On 1st April, 2014, I asked for a Statement in this House from the Committee on Administration and National Security, on the discrimination and challenges faced by Kenyan-Somalis in the acquisition of Identity Cards (IDs) and passports and, up to now, I have not received a response.
