This is a historic Bill because it is the first Bill which will operationalize our devolved governments. Devolution is the key element of our current Constitution. This is the first time we are going to operationalize the county governments and we should get it right. For that reason, it is important for us to understand how this Bill is structured and what funding we are going to give to our county governments. view
