This is because investment in water infrastructure has not been commensurate with the development of this city. We have been told about a dam in Sasumua which had a fault, but Sasumua and Ndakaini dams were done many years and there has been no investment in water infrastructure in Nairobi.   • 16 May 2012 in National Assembly: In terms of ports and harbours in this country, we have been hearing about the Lamu Port, the much talked about Lamu Port-South Sudan-Ethiopia Transport ( LAPSSET) Project, but one wonders what is happening to the port of Mombasa. The port of Mombasa and the northern corridor exist and we need to invest in that corridor which is serving this country and many other neighbouring countries. The fact is that these two Motions must be enacted if we have to have our Constitution implemented. There is no way we will have devolved governments without The County Governments Bill. There is also no way we will have money and the functionality of our Government without having The Public Finance Management Bill. We are undertaking many energy projects in this country and the hon. Member should be specific and say in what areas in terms of generation, transmission or connectivity we are not having equitable distribution. In terms of energy efficiency promotion, they are the lead agency which we are collaborating with. As I mentioned, we have been giving them since 2004 Kshs30 million per year to undertake energy efficiency programmes. So far, I think they have done over 134 general audits of various organizations and 16 investment bank audits have been done.
