  • 23 Feb 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I oppose the amendment. Senators are Senators and county assembly members are county assembly members. Let us not mix the roles. The Senator can be invited and sit in the gallery like any other person. view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker Sir, I would oppose the amendment. One, I would really have liked people to get wards but the way the committee has done it, I think we have all agreed that it was not fair and I think they were late. They did a clumsy job by not being here to move the amendment. They also did a clumsy job in their report and I think we should oppose it. view
  • 22 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I do agree with hon. Midiwo that, in fact, what we are hearing is that the Committee is doing its own review process. It is very unfortunate because hon. Members are all interested parties and we would have wished that the Committee would have looked at the merits and demerits of the report and just brought it to this House for debate and not for them to change it and become another Commission. view

  • 16 Feb 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I would like to support this Motion. I want to thank the Minister for bringing out a very well thought out Motion. This Bill touches on of the most important aspects of our Constitution. Apart from the Bill of Rights which is very important, this is a very important aspect of our Constitution. This is because devolved governance is one of the key pillars of our Constitution. I would like to thank the Minister for initiating action on this Bill much earlier. The task force was put in place many months ago. In fact, ... view
  • 16 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, as I mentioned, this is a very important Bill. At the Committee Stage, we will request the Committee to look at it with a tooth comb. I am happy and I have compared this Bill with the first draft that was written by the task force and I think a lot of improvement has been done. view
  • 16 Feb 2012 in National Assembly: With those few remarks, I beg to support. view
  • 7 Dec 2011 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) The consumption of petroleum products in the country from January, 2011 to October, 2011 is as follows: Super Petrol; an average of 42 million litres per month, totaling to Kshs504,206,000 for that period; Automotive Diesel, an average of 125 million litres per month totaling to Kshs1,180,508,000 for that period; Kerosene, an average of 25 million litres per month totaling to Kshs234,896,000 for that period; Regular Petrol, an average of 3 million litres per month totaling to Kshs31,401,000 for that period. (b) The key parameters that drive the pump prices are the international ... view
  • 7 Dec 2011 in National Assembly: Mr. Speaker, Sir, this is at the level of a feasibility study. We want to involve the private sector in the financing of that construction; we hope this will be in place by 2014. view
  • 7 Dec 2011 in National Assembly: Mr. Speaker, Sir, first of all, the oil marketing companies are required by law to remit their sales data to the Ministry of Energy every quota. That is how we know the consumption pattern in the country. The data is consolidated and shared with other stakeholders. That is how we get the details about consumption per month. Mr. Speaker, Sir, the petroleum infrastructure in this country is very inadequate. We have constraints of pipelines, storage, jetties and so on. I talked of a jetty which we want to be enlarged because only one ship can dock at a time. Again, ... view
