  • 23 Jul 2019 in Senate: However, this House must ensure that devolution is supported and not strangled. We do not claw back the successes that we have made so far in devolution by reducing funding to counties. The Budget this year is supposed to increase by about Kshs200 billion over and above what was there in the last financial year. Out of Kshs200 billion, we are saying Kshs21 billion be allocated to counties. I do not think it is asking for too much. It is important that we stand with this. On the issue of equitable share, the argument that we compensate for sharable revenue ... view
  • 23 Jul 2019 in Senate: are there. We cannot, under the pretext of saving resources or stopping wastage, try to deny counties money. If we look at what the national Treasury and the National Assembly want to do to counties, I think the future is very oblique. They want to kill devolution and we should not allow that. We must support this Constitution that is before us. Many Kenyans supported it because it devolved functions and resources to counties and brought Government closer to the people. We must support it. view
  • 23 Jul 2019 in Senate: Mr. Temporary Speaker, Sir, I do not need to belabor this matter. Members are familiar with this Bill. Initially, when we went to mediation, we even went down to about Kshs327 billion but now we are going back to the advice given to us by the Commission on Revenue Allocation (CRA). The other day, somebody tried to blame the CRA for all the confusion. CRA is a constitutionally mandated institution to advise Government on matters of--- It has the authority to advice. We need to go by that. The argument today is that we are dealing with zero based budget. ... view

  • 16 Jul 2019 in Senate: Mr. Deputy Speaker, Sir, I beg to lay the following Paper on the Table of the Senate, today Tuesday 16th July, 2019- Report of the Standing Committee on Finance, Commerce and Budget on the Public Finance Management (Amendment) Bill (Senate Bills No.3 of 2019) view
  • 16 Jul 2019 in Senate: Mr. Temporary Speaker, Sir, let me also support this very important Bill that seeks to amend the Public Finance Management (PFM) Act, as proposed by Sen. (Dr.) Zani. The proposals are very good; one, because it is targeting improvement in own-source revenue collection by counties. As we know, own-source revenue is one of the sources of revenue that counties should be targeting and making use of. However, there is currently a lot of dependence on the sharable revenue from the National Treasury. We know that the national revenue raised in this country is projected, and sometimes there is under-collection. The ... view
  • 16 Jul 2019 in Senate: Mr. Temporary Speaker, Sir, counties may have different streams of own-source revenue. However, it is important that legislation is brought forward, so that these matters are dealt with. For the last few years, attempts have been made at all levels. As you are aware, we tabled a report in this House, an effort which was led by the National Treasury, with efforts being made by the Council of Governors (CoG) and various other stakeholders. This effort was geared towards coming up with a policy and eventually a legislation which would deal with the PFM Act, so that we can enhance ... view
