  • 16 Jul 2019 in Senate: the Constitution. I think it is important to bring it to the Senate, so that it triggers that process. If we leave the National Treasury alone, we could have some rogue behaviour from some national entities that sometimes act very arbitrary in total violation of the law. Therefore, the Senate must be involved in that particular process. view
  • 16 Jul 2019 in Senate: We have the other policy before us that will again translate into legislation. This should be looked at holistically with regard to own-source revenue collection. This piece of legislation is a good precursor, where we can look at the bigger picture to be put in place. We have proposed some amendments, which we have also shared with Sen. (Dr.) Zani.   • 9 Jul 2019 in Senate: Thank you, Mr. Speaker, Sir, for giving me a chance to contribute to this Statement brought by Sen. Nyamunga. I join the rest in congratulating Sen. Halake for being elected the Chairperson of the CMD. The mandate of the CMD is to strengthen multiparty democracy in Kenya and also to build the capacity of institutions and political parties. By being elected the Chairperson of the CMD, it is clear that Sen. Halake is a go-getter. view
  • 9 Jul 2019 in Senate: In this country, over the years, a lot of emphasis has been on multiparty democracy. Unfortunately, there is a lot of clawing back. We are worried because we used to have capacity building for institutions and parties but it seems that died thereafter. view

  • 4 Jul 2019 in Senate: regarding additional charges levied on the residents of Nairobi City County seeking rate clearance certificates from the Nairobi City County Government and Sen. Abshiro Halake regarding the issue of zero-rating of duty and VAT on locally manufactured menstrual hygiene products. The Committee is considering the matters raised and will table a report once the matter is concluded. view

Mwaura, on behalf of the petitioners, on Issuance of Kenya Currency Usable by Blind and Visually Impaired Persons. The Committee considered the Petition and recommended that the Central Bank fast-tracks the release of the new generation currency which is usable by the blind and visually impaired persons.   • 4 Jul 2019 in Senate: Mr. Deputy Speaker, Sir, in the period under review, the Committee considered the report of the Office of the Controller of Budget on the Review of County Governments Budget Implementation for Financial Year 2017/2018. The Committee tabled its report which was adopted by the Senate. The Committee also considered the addendum to the County Governments Cash Disbursement Schedule for Financial Year 2018/2019 and tabled its report which was adopted by the Senate.
