  • 25 Sep 2018 in Senate: Madam Temporary Speaker, the environment in which we are today is not the same as it was before we had county governments. Today we have both the national Government and county governments. Therefore, the Bill must take into account the current governance structure in this country. Kenyans need to fully participate in the resource mobilization and utilization in this country. Let us wait for the amendments at the Third Reading Stage. Let us be taken through this Bill clause by clause. Let us not throw away the baby with the bath towel. view
  • 19 Sep 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I thank the Members for the contribution that they made to this Motion. It is true that it is a very important Motion approving the cash disbursement schedule to counties, which will enable the national Treasury to disburse funds to counties promptly and on time. As Members have said, we are concerned that funds do not go to counties regularly, especially in the last Financial Year. In the last few years, money has been released a few months to the end of the financial rear. For example, in the last financial year, or about ... view

This House will recall that we passed both the Division of Revenue Bill and County Allocation of Revenue Act. In fact, pursuant to Section 17(6) and (7) of the Public Finance Management (PFM) Act, the Cabinet Secretary for the National Treasury and Planning, in consultation with the Inter-governmental Budget and Economic ... view
  • 18 Sep 2018 in Senate: Mr. Speaker, Sir, I have realised that we are now in mid-September. In fact, the Schedule was supposed to run from July. We urge the national Treasury to fast-track the disbursement of funds to the counties as soon as we pass this. The cash disbursement schedule is a very important instrument of goodwill that must be implemented to the letter by the national Treasury if we are to support our counties properly. However, you will realise that in the previous financial year, many delays were occasioned to the counties. Money was disbursed to the counties at the end of the ... view

  • 31 Jul 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me the opportunity to contribute to this important Motion. I thank my distinguished colleague from Wajir County for bringing it before the Senate. Madam Temporary Speaker, the state of education in Northern Kenya and unlike the wide definition which was given by my colleague from Bungoma, we are specifically talking of regions like Garissa, Wajir, Mandera and, to some extent, Marsabit and Tana River which have the same similarities in this particular situation. First of all, I thank the gallant sons and daughters of Kenya who have contributed to the education of the ... view
  • 25 Jul 2018 in Senate: Mr. Deputy Speaker, Sir, thank you for giving me the opportunity. I thank the Senate Majority Leader for bringing this Statement. It is surprising that time and again, our colleagues in the National Assembly, the House which I was in the previous two terms, take issues with the Senate. It is unfortunate that every time they attack and intimidate the Senate. We are not here because the National Assembly wants us to be here but because the people of Kenya wanted the Senate to be in place. That is why we passed the 2010 Constitution which established a bicameral Parliament ... view
  • 24 Jul 2018 in Senate: Thank you, Mr. Speaker, Sir. I beg to support the Bill, which was a Senate Bill that was defeated in this House. It is now coming from the National Assembly. Irrigation is important for this country. Kenya has been depending a lot on rain- fed agriculture, but we have not been serious on irrigation in terms of food security. We debated the Food Security Bill, which is still before the House, but it cannot be operational without a proper irrigation law. We know that irrigation has been domiciled at one time in the Ministry of Agriculture and Irrigation and another ... view
