Hon. Namwamba, your proposal seems very popular but the only handicap we have is Article 114 of the Constitution, which does not give us a leeway when it comes to matters that have money implication on this particular one without going through the Budget and Appropriations Committee. At this point in time, our hands are tied and it might be difficult for us to prosecute your further amendment because the other one went through the Budget and Appropriations Committee.
