We also had two other amendments by hon. Ng’ongo and by the Budget and Appropriations Committee. We were at the stage where we were about to go for Division. There was an issue about whether the particular amendment by hon. A.B. Duale was supposed to be taken to the Budget and Appropriations Committee as per Article 114. He stated very clearly that one of his constituents was affected. Therefore, I thought at that particular time we needed some order; that is why you are here. view
