Probably, you have one or two minutes to canvass your hon. Members. If they feel like there should be some more hon. Members to discuss, they will be free to make that decision. So wind up hon. Ichung’wa for us to dispose hon. Kisoi’s request. view

Mbadi will be responding, he will not be allowed by the Standing Orders to donate any time. So, you better make up your minds. That is the position under the Standing Orders. I have seen repeatedly Members donating time when the House had actually made up its mind to call the Mover to reply. view

I do not know whether that makes any sense but two minutes will be more appropriate. Even with that, it is important to get the concurrence of the House. view
