• 20 Sep 2016 in National Assembly: seven days. We expect publication of the new NG-CDF Act as amended to happen today. Seven days from 13th September is today, 20th September. Once published, the House is aware that there are a further 14 days required after publication for the NG-CDF Act to come into operation. As much as I have told you the figures, for the Act to be properly operationalised, those timelines need to be observed. The first timeline of publication has been disposed of today. • 31 Aug 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 3— “3A. Section 6 of the principal Act is amended by deleting the word “Cabinet Secretary” appearing in subsection (1) and substituting therefor the word “Board”- This will enable us to give Members the ceilings by the end of the day, tomorrow. So, we do not need to wait for the Cabinet Secretary to bring the ceilings. view

Section 28 of the principal Act is amended by deleting subsection (1) and substituting therefor the following new subsection— (1) The list of the proposed constituency projects shall be submitted to the Board within three months of the official release of the allocation table by the Board or such other time as may be determined by the Board” view

• 31 Aug 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I have heard what Hon. Kang’ata has asked. We are giving a limit of three months to submit the NGCDF proposals. If some constituencies can submit their proposals within one day, there will be no problem as long as they are within the three months period. The constituencies can submit their proposals within one week, one month or two months, but they cannot exceed three months. I am clarifying to Hon. Kang’ata that three months is the upper limit.
