  • 20 Sep 2016 in National Assembly: Thank you, Hon. Speaker. I want to inform the House that the new National Government Constituencies Development Fund (NG-CDF) Act is now in operation. The notice inviting Members for this special sitting today morning and afternoon, gave an indication that we shall discuss the issue of NG-CDF. So I want to inform Members that in the next half an hour, we shall be meeting with the NG-CDF Board to receive the status of disbursements for the last financial year, receive the ceilings for each constituency for this financial year and also to be briefed accordingly in terms of the disbursement ... view
  • 20 Sep 2016 in National Assembly: Thank you Hon. Speaker for your indulgence. I thought the document was from my Committee, but I will promptly organize to have that rectified and seek your indulgence to table it later in the course of this afternoon. I agree with you that it is not correct. I kindly request you to allow me to table later this afternoon. view
  • 20 Sep 2016 in National Assembly: Hon. Speaker, this document is very important in the sense that it explains the status of disbursements of Constituencies Development Fund (CDF) monies to constituencies. Of more importance, it is showing us those constituencies which are seriously in arrears and possibly, we need to trigger some actions from those constituencies. This is because the CDF Board has money, which for particular reasons; it is not able to disburse to particular constituencies. As I had mentioned earlier, it also explains the allocation to constituencies this financial year. So, it explains why we are not able to table the documents on allocations ... view
  • 20 Sep 2016 in National Assembly: Hon. Speaker, this document explains all the concerns raised by Members earlier today. I was tabling this document so that in the course of this afternoon, you can allow me one hour to take Members through this document, explaining to them item by item, table by table. The document explains all the issues raised by Members this morning. I brought it in response to all the issues raised by Members earlier on today. Just like you have asked, it does explain all the issues raised by Members this morning. view

  • 20 Sep 2016 in National Assembly: keenly to comments and questions by Hon. Ochieng’, Hon. Pukose, Hon. Onyura, Hon. Emaase, Hon. John Serut, Hon. Kombe and, of course, the wise comments by Hon. Wangamati. I think you need to give Hon. Wangamati opportunity more frequently to dispense words of wisdom to Members like he has done today. The others are Hon. Lentoimaga, Hon. Yusuf Hassan, Hon. Justice Kemei, Hon. Serem and Hon. Gaichuhie. I have noted the concerns in terms of disbursements for the last financial year and also the need to promptly disburse funds for this financial year. I want to confirm that the constituencies ... view
  • 20 Sep 2016 in National Assembly: Thank you, Hon. Speaker. I stand to make a statement on the National Government Constituencies Development Fund (NG-CDF) disbursements, importantly for the Financial Year 2015/2016 and also to update the House on the progress of disbursements for this Financial Year, 2016/2017. We have 81 constituencies which have received their total allocation. Equally, 163 constituencies have received at least 90 per cent of the allocation of monies for the last Financial Year. Of those 163 constituencies which have received at least 90 per cent, most of the balances is about Kshs500,000 per constituency. The Board is waiting for those constituencies to ... view
