  • 8 Jun 2011 in National Assembly: Number two, you will realize that displacement, whether by Government, politics or violence, did not start in the year 2007. The displacement started even, maybe, before I was born--- view
  • 8 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to build a case on why they need more time. view
  • 8 Jun 2011 in National Assembly: As I support this Motion, let me say that they need three more months. I hope they will work hard in those three months. There are those who are displaced, but this Committee, in the time they were allocated initially, did not even get time to know about them. In Eldama Ravine Constituency, we have a very popular place there. You will not get lost when you are looking for it. It is called Morkisis. At Morkisis, you are going to get more than 200 people who were requested to leave the forest and, at that time, it was their ... view
  • 8 Jun 2011 in National Assembly: Finally, you will realize that the move by the Government to buy land is becoming an exercise in futility. That is because of the lack of ability to consult with the communities. We have several cases in Kitale and Eldoret, where the Government has bought land, but it is not able to resettle anybody there. That is because of the obvious reasons that the neighbours were not consulted. The people living in that region were not consulted, and, basically, because of the dynamics - to be frank - of politics. So, this Committee should make sure that it addresses all ... view
  • 8 Jun 2011 in National Assembly: With those few remarks, I beg to support. view
  • 31 May 2011 in National Assembly: Mr. Chairman, Sir, I want to support the amendment by the Committee and as proposed by Mr. Abdikadir with a small cure. We have a cure on the date of August by saying, as we pass this Bill that administratively the appointment of these commissioners should be effective by October. These commissioners can be appointed in October because we are in June. We are just a few months to the threshold of August. So, these commissioners can come after the deadline of August so that they are able to conduct the election of 2017. view
  • 31 May 2011 in National Assembly: So, that is my proposal, Mr. Chairman, Sir. view
  • 31 May 2011 in National Assembly: On a point of information, Mr. Chairman, Sir. I want to inform Mr. Abdikadir. The point of information which I want to make is very simple. It will take us one month if we pass this Bill today to get a panel and June will have gone. In July, the panel will run advertisements for these commissioners, the interview process and we shall be in August. The effective date for these commissioners definitely will be after 14th August. So, I do not see the problem and the technicality of 2017 arising. view
  • 31 May 2011 in National Assembly: On a point of order, Mr. Chairman, Sir. I was just wondering where the staff of the Boundaries Commission are, considering the Mr. Ligale stopped working almost a year ago. They wound up a long time ago. view
  • 31 May 2011 in National Assembly: Madam Temporary Deputy Chairperson, I stand here to support the amendment by hon. Abdikadir. view
