Mr. Deputy Speaker, Sir, what I am saying is that Section 27(2) says: “Provided that the term of office of Members of the Committee shall be three years renewable or upon the appointment of a new Committee in a manner provided for in this Act whichever comes earlier.” Therefore, our term which started in 2008 came to an end in 2009 in accordance with the Act.

I am not a lawyer, but there is a legal interpretation with you. Read it too. It will help you to make an informed and appropriate ruling.

Thank you, Mr. Deputy Speaker, Sir. I would like the Prime Minister to tell us whether he can take personal responsibility for this menace of drought in Kenya, especially this year. Could he tell us exactly how many Kenyans does he want to wait for them to die in order for this Government to start reacting on a very serious note?

Mr. Deputy Speaker, Sir, hon. Mbadi is a Member of the Budget Committee, to which I am also a Member. We have scrutinised the Budget but we have not seen anywhere in that Budget an allocation for financing the elections through the NSIS. Is it in order for the hon. Member to mislead this House?

On a point of order, Mr. Deputy Speaker, Sir. Today is really a very special day especially in the sense that the President was just going through a review of performance contracts. Would I be in order to request the Attorney-General to tell us how he fared in the performance contract today considering that all his answers under interrogation by Members of Parliament have been in the negative? He has really not scored anything. Can you tell us how he fared in the performance contract?

To the Chairman of this Committee, we have so many IDPs, specifically even in Eldama Ravine Constituency, who are integrated. Our people, for one reason or another, except the special ones in the Embobut Forest, did not go to camps. When they are chased away, they go back to their relatives or neighbours.
