On a point of order, Mr. Temporary Deputy Speaker, Sir. My concern is that the Budget Committee, of which I am a member, tabled our response to the Budget Policy Statement (BPS). My concern is that when I look at the attributes of the Members of the Government side who are present, I do not see any one from the Ministry of Finance. It is a serious issue.

Yesterday, when he was responding to the Interim Independent Electoral and Boundaries Commission, the Minister for Justice, National Cohesion and Constitutional Affairs was continuously present. Can they go and look for the Minister for Finance---

On a point of order, Madam Temporary Deputy Speaker. I just want you to allow us to be relevant to the subject matter, which is the Budget Policy Statement. We are responding to it. I can see the hon. Member here is so bitter and annoyed. We want to be relevant. Let us stop this issue of political parties and Uhuru Kenyatta. Let us debate the Budget Policy Statement. Let us make beautiful contribution on the Floor.

On a point of order, Madam Temporary Deputy Speaker. Is it in order for the hon. Member to impute improper motive on me? I have never been summoned to this House by a Short Messaging Service (SMS) that ODM is shooting down a Bill. I am, indeed, a member of ODM â a substantive member for that matter and not part of the remnants. Could the hon. Member substantiate further on that claim that I was summoned, and even be able to prove that I was summoned to this House?

Thank you, Mr. Speaker, Sir. While I was contributing yesterday here, I did mention about my observations on the selection panel. I wish that as this Bill goes to the Committee stage, we should be able to review how we appoint the membership to the selection panel.

Mr. Speaker, Sir, the other issue which I wish to raise is about the qualifications and experience of the Secretary to this Commission. The drafter of this Bill has basically given very basic qualifications to this very serious position. The basic qualifications includes, for example, that this person should have been in a managerial position for, at least, five years. You will realise that a managerial position includes even the very low positions in an organization. Five years is really a very short time for this person to obtain the necessary experience to run this serious Commission.

The Bill also says that the Secretary should have a university degree. I want to believe that a university degree is a very basic requirement. We should definitely go further and require that the Secretary should, at least, have an advanced degree, that is Masters, if not a PhD.

Mr. Speaker, Sir, I wish to talk about the plight of the existing employees. This Bill has not told us anything about the employees who are currently employed by the Interim Independent Electoral Commission (IIEC). We cannot year in, year out, just be firing Kenyans. These are Kenyans who left their jobs elsewhere to join the IIEC. I would like this Bill to accommodate the existing employees. Of course, we will not mind if such accommodation does not include the current Chief Executive Officer (CEO). Mr. Temporary Deputy Speaker, Sir, I would also like to make some my observation on this very emotive issue. This country, in the last two years spent a lot of money, time and resources--- We even put in a lot of time here in Parliament, the Kenya Institute of Administration and Naivasha on the issue of the Ligale Report. This Bill, definitely, attempts to re-invent the wheel. This Bill requires that the new Commission even goes back for hearing on the issue of boundaries.
