On 8th October, we sat with the Minister for Roads and agreed that he was going to hold on to the funds such that by the time he disburses them, it shall be done equally to all constituencies and not the 140 districts. We do not even know where he is getting the 140 districts, when we know that this country has over 250 districts. He has disbursed funds to only 140 districts.
