  • 15 Apr 2010 in National Assembly: Mr. Speaker, Sir, my interest is basically on the ambassadors who have served for a very short time. I am just wondering what would have offended the appointing authority, despite his statement that they serve under the pleasure of the appointing authority. This means they can as well be treated in the same category as gardeners, houseboys, tea girls and tea boys of the appointing authority. What does he think might have offended the appointing authority in recalling Messrs. Sio, Kiplagat and Odembo, having served less than three years? view
  • 15 Apr 2010 in National Assembly: Mr. Speaker, Sir, you have succeeded some time in this Tenth Parliament to help us interpret the National Accord. With respect to that, I would like the Minister to confirm to us that there was proper consultation between the partners who run this Government in recalling these ambassadors and that the replacements will be done after such consultation. view

  • 14 Apr 2010 in National Assembly: Mr. Speaker, Sir, the KPLC maintains books of accounts in terms of balance sheets. The Rural Electrification Authority (REA), being a State Parastatal also maintains books of accounts. Equally, the CDF also invests in rural electrification. How do these investments appear in the books of accounts of REA, KPLC and the CDF Board in terms of those assets? view
  • 13 Apr 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I thought we are debating the Supplementary Budget but I can see my colleague has totally shifted to the Constitution which I know there will be time to come and debate it. The hon. Member should not mislead Kenyans that it will be easy to change the Constitution once it is passed, knowing very well that it needs a referendum. view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like the Assistant Minister to tell this House about the investments being done by REA. After completion, it is the KPLC view
  • 7 Apr 2010 in National Assembly: 6 Wednesday, 7th April, 2010(A) who make use of that investment. What is the relationship between the KPLC and REA? Is it that the REA is injecting capital into the KPLC, or is it that REA is investing in the KPLC or the KPLC, at some later stage, is going to reimburse the cost of the investment to the REA? view
  • 7 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, although the Minister for Energy did not answer my supplementary question correctly, I would like to ask the Deputy Prime Minister and Minister for Local Government to respond to Question No.096. view
  • 7 Apr 2010 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- view
  • 7 Apr 2010 in National Assembly: (a) what became of the Kshs70 million and Kshs40 million allocated to the Eldama Ravine Town Council under the Development Vote during the financial years 2007/2008 and 2008/2009 respectively, considering that no project has been undertaken; and, view
