It is important for the Departmental Committee on Lands because we have seen that a number of Bills which we have been working on have not seen the light of the day. Some of them have gone back to mediation. I want to encourage the House Business committee (HBC) to continue bringing our reports on the Floor of the House. For the record, Athi River has its sources in Ngong Hills which is in Kajiado West Constituency. As the Member has put it, the river impacts the people of Kajiado County all the way to Kibwezi and beyond. It is true that the environmental problem that this river has faced is because of the many industries, as Hon. Ottichilo put it, in Athi River and Nairobi. As the Departmental Committee on Lands, we look forward to receiving it and doing the necessary work of investigating and going to the ground. On behalf of the Committee, we have done a lot of work and presented reports to this House. A lot of Arid and Semi-Arid Land (ASAL) areas in this country and big chunks of land have been set aside in the historical ways but they have never been put to use. The residents are not allowed to own and use those parcels of land. Those parcels just lie idle out there and are in the name of Government institutions.   • 5 May 2016 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairlady. I want to oppose this amendment very strongly. I want to draw the attention of Hon. Members to what we did yesterday, on Clause 42 of the Bill. Clause 42 of the Bill says Section 2 of the National Land Commission Act is amended in section 2 by deleting the definition of “board”.
